reindent-perl-comments: preference buffer-specific variable

Bits in this variable control how Perl mode indents comment lines.

The 1 bit lets Epsilon try to compute the correct indentation of comment lines during most commands that reindent.

The 16 bit lets the indent-region reindent comment lines.
