versioned-file-string: system variable

This variable holds Epsilon's version number, formatted so that it can be part of a directory name. Epsilon for Unix looks for its configuration files in a directory whose name is built from this string; it also checks this against the variable eel-version to detect version mismatches between an Epsilon executable and its state file commands.
