tag-options: preference variable

Default value: 2

This variable contains bits that modify how tagging commands behave. The 1 bit makes the tag-files command delete all current tags before finding new tags. The 2 bit makes the select-tag-file command look up the directory hierarchy from the current file when suggesting a new tag file.
