scp-unix-sftp-command: preference variable

Default value: "sftp"

When Epsilon for Unix constructs a command line to perform some scp operation, it substitutes the value of this variable for any %c sequence in the command line template. Any %x in the setting will be replaced with the name of the directory containing Epsilon's executable; any %X will be replaced by the 8.3 version of that directory name.
