process-next-error-options: preference variable

Default value: 7

Commands like next-error parse compiler error messages and load the file they indicate. They try to determine the directory of the file based on the output of the compiler, plus directory-switching output from building tools like Make, but sometimes they may not be able to determine the right directory. Bits in this variable say what to do when that happens.

Bit 1 enables finding an already-loaded file with the same basename, regardless of its directory. Bit 2 makes Epsilon display a message whenever this happens. If Epsilon still can't find the file, bit 4 makes it display a message instead of creating a new buffer for the file.
