new-c-comments: preference buffer-specific variable
Default value: 1
If nonzero, Epsilon creates a comment in C mode using the // syntax,
rather than the /* */ syntax. Changing this setting won't affect
buffers already in C mode; restarting Epsilon is one way to make the
change take effect.
