indent-preprocessor-contin: preference buffer-specific variable

Epsilon indents continued preprocessor lines based on the indentation established by the initial line being continued. If that line doesn't have enough code to establish an indentation, Epsilon uses the indentation specified by this variable. If the variable is zero, Epsilon uses simplified indenting rules for preprocessor continuation lines.
