dired-24-hour-time: preference variable

Set this variable to 1 if you want the dired command in non-Unix versions of Epsilon to display times in 24-hour format. Set it to 0 if you want 12-hour format with AM and PM indicators. The value 2 makes Epsilon for Windows use the system's setting for this.
